The U.S. English Learner (EL) population is rapidly growing, raising urgent questions about effective assessment, instruction, and policy, especially for middle- and high-school content areas and ELs with disabilities. A critical focus is the population's heterogeneity, which shapes learning outcomes, equity, and the design of targeted, evidence-based educational strategies.
